Комиссар по информационному сообществу и средствам массовой информации Европейской комиссии (ЕК) Вивьен Рединг работает над созданием своеобразного списка позора, куда будут включены все европейские операторы мобильной связи, получающие баснословную прибыль от завышенных тарифов на передачу данных за рубежом (дата-роуминг). Латвийские операторы рискуют оказаться в первых строчках этого списка, пишет "Телеграф".
Золотой мегабайтСогласно исследованию ЕК, передача 1 мегабайта данных в странах Евросоюза в среднем стоит сегодня 5,24 EUR. На местных же рынках цена сотни мегабайтов составляет приблизительно 15 EUR. Ознакомившись с этими данными, Вивьен Рединг призвала операторов снизить тарифы "до приемлемого уровня". Если же изменений не последует, с 1 июля этого года она намерена начать регулировать рынок самостоятельно, разместив данные о "непорядочных" телеоператорах на общедоступном сайте, призванном стать своеобразной доской позора.
Комиссар требует, чтобы стоимость 1 Мб информации при роуминге не превышала 0,35 EUR. По оценкам Рединг, у большинства европейских операторов цены колеблются в районе 5—7 EUR, а в некоторых случаях стоимость доходит до 11 EUR. "Эти цены — как манна небесная для операторов. Они ограничивают развитие услуг, которые готовы появиться", — заявила комиссар.Кое-кто уже испугалсяНадо сказать, что некоторые операторы стран Европы с пониманием отнеслись к инициативе комиссара, видимо, выучив урок прошлого года, когда цены на голосовой роуминг были снижены принудительным образом.В результате от большинства крупных телефонных компаний Европы стали поступать заявления о масштабных скидках. Так, на 45% опустил цены Vodafone, T-Mobile снизил тарифы до 2 EUR за мегабайт. Подобным образом поступила группа Telefonica — у ее британского дочернего предприятия O2 тарифы упали с 15 до 3 GBP за мегабайт данных. Голландский оператор KPN, бельгийский BASE, немецкий E-Plus и польский Play договорились между собой о снижении тарифов до 0,25 EUR за мегабайт.Bite что-нибудь придумаетВ сети Bite Latvija стоимость международной передачи данных зависит от того, является ли заграничная сеть партнером Vodafone, с которым у Bite сложились дружеские отношения. Таким образом, если абонент латвийского телеоператора, отправляясь за рубеж, работает в сети Vodafone или его партнера, стоимость пересылки 1 мегабайта будет стоить 4 Ls. Пересылка информации из всех остальных сетей будет стоить 6 Ls. В Литве в сети Bite Lietuva цена передачи данных составляет 2 Ls за 1 Mб с учетом НДС."Мы пока не планировали снижения цен на международную передачу данных, так как считаем, что наше предложение достаточно конкурентоспособно", — рассказала Телеграфу Наталья Родионова, менеджер по общественным отношениям Bite Latvija. "Тем не менее, если Еврокомиссия выпустит соответствующую директиву, цены мы снизим вместе с другими операторами, но пока особого смысла в этом не видим. Конечно, цены на дата-роуминг в Латвии достаточно высокие, но если заранее знать, что в заграничной поездке придется часто использовать GPRS, то всегда можно что-то придумать. Например, мы предлагаем нашим клиентам международное подключение BlackBerry, специальную разработку для работы с электронной почтой вдали от офиса", — добавила она.LMT винит иностранцевДля абонентов Latvijas Mobilais telefons (LMT) стоимость мегабайта при поездке в страны ЕС или СНГ в большинстве случаев составляет 4 Ls. Так, пересылка 1 мегабайта из Нью-Йорка, находясь в зоне оператора AT&T MOBILITY, обойдется в 4,23 Ls. Весьма дорогим удовольствием остается доставка информации из Китая: за 1 мегабайт, пересылаемый с просторов Поднебесной, придется выложить 9,19 Ls.Как рассказал Телеграфу руководитель отдела по связям с общественностью LMT Валдис Ялинскис, во многом цена передачи данных зависит от финансовой политики той сети, ресурсами которой пользуется абонент, выезжая за границу. Убедиться в этом можно, посмотрев, насколько сильно отличается стоимость передачи данных в одной и той же стране, но у разных операторов."Конечно, переговоры о снижении цен на передачу информации ведутся, и в них мы добились определенных результатов. Сегодня тарифы на дата-роуминг, как и на пересылку сообщений и другие услуги стали более выгодны потребителю. Несколько лет назад соответствующие договоренности были достигнуты лишь с операторами Балтийского региона", — говорит Валдис Ялинскис."Что касается инициативы Вивьен Рединг, то, принимая во внимание ее достижения в вопросе регулирования стоимости голосовых звонков в странах Евросоюза, вполне реально ожидать чего-то подобного относительно передачи данных и SMS", — добавляет Валдис Ялинскис.По его словам, LMT готово поддержать подобные действия, если не будут напрямую регулироваться розничные цены, так как их уровень "должен подчиняться законам рыночной экономики".
